I'm sure lots of people have reported him since there are 20 pages of people calling him a hacker on his steam page. Unfortunately, he isn't banned and probably won't ever get banned in F1 2018 because there isn't really an anti-cheating system in F1 games.
Although there isn't an anti-cheating system in the game, i don't blame codemasters for not putting one in place because it makes no sense to hack in multiplayer mode just to drive alone in the front.
